Stela Leuca


Is a natural at all things policy and development, avid promoter of the use of digital resources and partnerships for transformation and growth. She believes in the power of innovation to drive social change while building on solid foundations that government, private sector and civil society bring to the table and is passionate about bridging the digital divide.

Stela has extensive experience ranging from international development, policy analysis, private public partnerships, political processes, civil society development and international digital development, having worked with foreign governments and multinational development organizations for over 15 years. She brings a crosscutting perspective to identifying opportunities for growth and transformation.

Stela’s digital development consulting work focuses on identifying gaps and opportunities for digital transformation, bringing stakeholders together and devising steps necessary to achieve desired change. She advises on digital leadership, organizational change management and capacity building, policy development and approaches to project implementation. She has worked on digital development projects in Moldova, Kyrgyzstan, and Uzbekistan. Sectors include smart nations, open data, digital government services, digital partnerships, government capacity building and knowledge sharing.

Stela speaks fluent English and Russian (in addition to native Romanian). In her spare time, Stela advises the Moldovan Government on matters pertaining to the US Government, consults civil society organizations on institutional development, and promotes Moldova with US Government institutions in Washington DC.
