Vlad Manoil
Vlad is a seasoned international consultant with more than fifteen years of experience managing large-scale programs and projects in public and private sectors for digital transformation, digital government and public services reengineering.
For the last 5 years he worked as a consultant for the World Bank and helped design and implement Digital Transformation projects in multiple countries in Central Asia, Southeast Africa and Europe.
Until January 2022, Vlad Manoil acted as the Deputy Director and Chief Reengineering Officer for Moldova E-Governance Agency, where he has led the business process reengineering component of Modernization of Public Services, developed the framework Methodology for public services reengineering and managed the portfolio of reengineering 85 administrative services (incl. business registration, civil registration, social protection services), developed the feasibility study and piloted one-stop-shops for service delivery within local public administration.
Vlad holds a master’s degree in Business Administration and a bachelor’s degree in foreign Languages and Computer Science and a Project Management Professional (PMP) certification.
